Seth BatesDr. Seth Bates

Currently Dr. Bates is Professor of Manufacturing and Materials at San José State University.   He is President-Elect of the California Industrial and Technology Education Association and Foundation, a statewide association of teachers, administrators, and supporters that works to promote and develop programs in Industrial Technology and Vocational Education.

Dr. Bates has testified in Sacramento before the Senate Education Committee and the California Department of Education on behalf of Career Technical Education programs in California.  He also serves as the faculty advisor to the San José State University student chapter of the Society of Manufacturing Engineers since 1988. 

Dr. Bates has a Doctorate in Industrial Technology from the University of Northern Iowa, a Masters Degree in Industrial Arts from San José State University, and a Bachelor’s Degree in Philosophy from the University of California in San Diego.  Dr. Bates lives in Carmel, CA with his wife, two children, and two grandchildren.

Paul HayPaul Hay

Paul Hay joined the Metropolitan Education District (MetroED) in 2003 as its Chief Business Official.  His move from K-12 education provided a new opportunity in the more specialized fields of career technical and adult education.

In 2006, Paul was promoted to Assistant Superintendent of Business and Operations, and in October 2006, the MetroED Governing Board appointed Mr. Hay to the position of Interim Superintendent, effective January 1, 2007.

Paul Hay served K-12 education for nearly 15 years, providing financial leadership as the Director of Business Support for Hayward Unified School District and Director of Fiscal Services to the New Haven Unified School District, Union City.

Prior to joining the education industry, Paul’s career focused on management of both educational and trade association non-profit organizations. This included 3 ½ years as Chief Operating Officer and General Manager of the Santa Clara County Fairgrounds.

Paul is a graduate of the U.S. Chamber of Commerce “Institutes of Organization Management” for Association Executives. He holds a Bachelor’s Degree in Finance and Business Environment from the University of Oregon, and an MBA degree from Santa Clara University.

Hermelinda SapienHermelinda Sapien

In August 1999, the Board of Directors of the Center for Employment Training unanimously selected Hermelinda Sapien as President / Chief Executive Officer of CET following the retirement of Russell Tershy, who had served in this position for 32 years.

Hermelinda Sapien has been a member of the Executive Management Team for The Center for Employment Training (CET) since it’s inception in 1967. Prior to CET, Hermelinda worked in a demonstration program funded by the U.S. Department of Labor for the purpose of opening opportunities for Latinos in MDTA programs.

Ms. Sapien was the first Executive Secretary at CET for Russell Tershy, the co-founder of CET, while also responsible for administrative duties for the CET Board of Directors and CET's co-founder, Dr. Antonio Soto. Because she was involved in the development and expansion of the program from the beginning, her responsibilities increased as the program grew. She successfully managed CET's administrative support units until she was appointed to establish and run the Corporate Department of Human Resources; she directed this HR Department for 18 years. In this role, she developed procedures, systems and training programs for management and line staff, and was designated by the Board of Directors to be the Affirmative Action and Grievance Officer for staff, students and community. For many years, additional responsibilities included CET legal and personnel matters.

In 1987, as the CET program began to gain growth momentum, the position of Deputy Director was created and Ms. Sapien was appointed to this new post. The primary focus of this newly created executive position was direct supervision of training operations for the rapidly expanding family of CET vocational training centers, nationwide.

Ms. Sapien has led successful campaigns for funding initiatives and opposed funding cuts on behalf of CET at the local, state and national levels. She has directed numerous CET community outreach programs, some of which have involved public events for over 10,000 people.

Senator Tom TorlaksonSenator Tom Torlakson

Senator Tom Torlakson represents California's 7th Senate District, which includes most of Contra Costa County. Tom was recently appointed to chair the Senate Appropriations Committee, and he is a member of the Education Committee and the Transportation and Housing Committee.

Of the 20 bills Tom sent to Governor Schwarzenegger in 2006, 18 were signed into law, including legislation to streamline and improve California's after school programs and provide $2.9 billion in additional funding to the state's lowest performing schools. As a result of these legislative victories on behalf of the educational community he was awarded Legislator of the Year by the League of California High Schools, League of California Middle Schools, University of California, and California State University systems.

Tom is the Chair of the Senate Select Committee Schools and Community.
He previously was Chair of the Senate's Majority Caucus, and Chair of the Senate Transportation and Housing Committee and Senate Local Government Committee. An avid runner, bicyclist, and triathlete, Tom is the Chair and Founder of the California Task Force on Youth and Workplace Wellness, a group seeking to raise the profile of health and fitness in the public schools and in the workplace.

Tom's career in public service began as a science teacher in 1972. He was elected to the Antioch City Council in 1978, and then served on the Contra Costa Board of Supervisors for 16 years. Tom was elected to the California's 11th Assembly District in 1996 and 1998. Tom was elected to the State Senate in 2000 and was reelected without opposition in 2004.

Tom was born in San Francisco in 1949. He served in the Merchant Marine during the Vietnam War. He earned a B.A. in History in 1971, a Life Secondary Teaching Credential, and an M.A. in Education in 1977 from UC-Berkeley.

Gary HoachlanderGary Hoachlander 

Mr. Hoachlander is the president MPR Associates Inc., one of the nation's leading education consulting firms, committed to strengthening elementary, secondary, and postsecondary education.  MPR has a staff of approximately 75, who conduct research, policy analysis, evaluation, and curriculum and professional development for the U.S. Department of Education, state and local governments, higher education institutions, local schools and school districts, and charitable foundations.

Mr. Hoachlander is also the president of ConnectEd, a new California center for college and career preparation, based in Berkeley, CA.  His expertise in Career Technical Education includes Performance Measures and Standards, Curriculum Integration, Program Organization and Delivery, and postsecondary persistence and attainment.

He posses a Ph.D (1978) and M.C.P (1973) in City and Regional Planning from the University of California at Berkely, and a B.A. from the Woodrow Wilson School for Public and International Affairs at Princeton University.

David NealeDavid Neale     

David Neal is the president of the Core Companies, a development firm that was formed in 1989 to finds creative urban in-fill affordable housing solutions focusing on locations close to work and recreation in San Jose, California and the South Bay region.

Mr. Neal has always been committed to providing quality homes to all members of the community which is why Core serves the housing needs for both working families who are looking to purchase their first home and also for those working families seeking an affordable, safe environment to raise their families in a rental community located close to work and recreation.  Mr. Neale has been building these “better communities” in the South Bay Area for over 30 years.  During that time the Core Companies has developed and constructed over 2000 homes and apartments.

David, his wife Anne and infant daughter, Emma, immigrated to Montreal, Canada, from England, in 1968.  He remained in Canada for 10 years; added a son, Chris, to the family and became a Canadian citizen. David and family immigrated to California in 1978.
